What is this pipe in my basement for?
It has an inner diameter of eight or nine inches and is made of galvanized steel. It projects down from the ceiling about a foot. Following it up, it makes a 90 degree turn then disappears into the rest of the ductwork. It is in my utility closet, near my furnace and Water Heater. The house was built in 2004.
There is a persistent draft of cold air coming from it, presumably from the outside world. So my questions are:
1. Does this have a particular name?
2. Can I cover or otherwise obstruct it without creating a hazard?

Don’t obstruct it without consulting a contractor. From your description it sounds like a cold air duct for supplying your water heater and heating system with air. Check it with the heating system off then have someone else turn up the thermostat to start the heating system to see if air flows to or from the pipe. Into the pipe means it is supplying combustion air to the heating system – from the pipe means it is a heat duct if it flows out warm. No change probably means it is a dead duct and can be closed off – but check first.
